How to Reduce Construction Overtime Costs

Unplanned overtime adds 8–15% to construction labor costs — on the category that's already 30–50% of total project cost. A $1.5M commercial project with a $600,000 labor budget running 10% unplanned overtime pays an extra $60,000 in wages. But the true cost is higher: workers in extended overtime produce 15–25% less per hour than workers on regular schedules, meaning the contractor pays more for less output. A 10-hour overtime shift often yields 8 hours of productive work at 1.5× the hourly rate.

The worst part: most construction overtime is preventable. Not all — schedule-driven acceleration, owner-directed compression, and weather recovery are legitimate overtime triggers. But the majority of field overtime comes from poor schedule management, late material deliveries, scope creep absorbed without change orders, and crew scheduling that consistently pushes workers to 42 or 43 hours — just enough to generate meaningful overtime cost without triggering a management review.

What Overtime Actually Costs

California and Alaska overtime is especially expensive for contractors — any day over 8 hours triggers premium pay regardless of the weekly total. A worker who works four 10-hour days in California has 8 overtime hours that week even if total hours are only 40.

Indirect Cost: Productivity Decline

Research across construction industries consistently shows productivity decline during extended overtime:

A crew working 60 hours may produce the equivalent of 45–48 hours of straight-time output. The contractor pays for 60 hours (with OT premium on 20 hours) and gets 45–48 hours of production value. Effective cost per unit of work is 30–40% higher than straight-time cost.

Indirect Cost: Error and Rework

Fatigue increases error rates. Workers in extended overtime make more installation mistakes, miss quality checkpoints, and create rework that consumes additional labor — at the same inflated hourly rate. Rework during an overtime push can cost 2–3× the original installation cost because it requires demolition, correction, and reinstallation.

Indirect Cost: Burden on Premium Hours

Overtime hours trigger the same payroll burden as regular hours — FICA, SUTA, FUTA, workers comp, and in some states, additional state contributions. These are calculated on actual wages paid, so higher overtime wages mean higher burden costs. The effective burden-loaded cost of overtime can be 1.6–1.7× the base burden-loaded regular rate.

Why Construction Overtime Happens

Legitimate triggers (hard to prevent completely):

  • Owner-directed schedule acceleration — milestone moved up, occupancy date advanced
  • Weather recovery — lost days require compression to meet contract completion date
  • Critical path scope that must complete before other trades can proceed
  • Permit delays that compress remaining schedule
  • Material delivery delays that shift scope into a shorter window

Avoidable triggers (management failures):

Poor schedule management. Work planned for 5 days that actually takes 6 because the original schedule didn't account for site access, inspection hold points, or scope complexity. The shortfall gets made up with Friday overtime instead of catching it Monday.

Crew size miscalculation. Understaffed crew on a time-sensitive scope. Rather than adding workers (which requires planning), the superintendent pushes existing crew into overtime.

Scope creep without schedule adjustment. Owner or architect adds scope mid-project — verbal instructions that get executed immediately without change order or schedule impact analysis. The additional work is absorbed as overtime rather than scope-adjusted schedule.

Material management failures. Scope was ready to start Monday; materials arrived Thursday. Crew was committed to that scope and stayed on site doing lower-priority work Monday through Wednesday. By Thursday, they're behind and recover with overtime.

Adjacent scope delay. Waiting on a subcontractor to complete predecessor work. The waiting time is lost production; the recovery is overtime.

Early Warning: Real-Time Hour Tracking

The most effective overtime prevention is visibility before overtime triggers — not discovery after it's paid.

The Wednesday rule: A foreman who can see each worker's cumulative hours through Tuesday by Wednesday morning has two days to adjust before the standard 40-hour threshold. If a worker is at 26 hours through Tuesday on a week where 10 more hours of work remains, there's no overtime risk. If they're at 32 hours through Tuesday on a week where 14 more hours remain — schedule adjustment is needed today.

Overtime Approval Workflow

Uncontrolled overtime is a budget risk. All non-emergency overtime should require approval:

Level 1 — Foreman authority: Up to 2 hours/worker/week, within budget, no approval required. Foreman logs in daily report.

Level 2 — Superintendent approval: 3–10 hours/worker/week or cost impact over $2,000/week. Superintendent approves and notes justification.

Level 3 — PM/Owner approval: Accelerated schedule overtime, projected impact over $5,000, or overtime driven by owner-directed change. PM approval required; change order or schedule impact analysis prepared.

Overtime tracking in the job cost system: Every overtime hour should be coded to a specific cause:

  • Schedule recovery (contractor-caused)
  • Owner-directed acceleration
  • Weather recovery
  • Change order work
  • Subcontractor delay recovery

This tracking serves two purposes: it identifies where overtime is systematically coming from (and allows addressing root causes), and it builds the record for owner-chargeable overtime if the cause is owner-directed.

Contract Clauses That Recover Owner-Directed Overtime

If the owner compresses the schedule, adds scope, or creates delays that force schedule recovery, overtime cost may be recoverable. Contract language matters:

Schedule compression clause: "In the event Owner directs acceleration of the Work or reduces the Contract Time, the Contract Sum shall be adjusted to include all additional costs resulting from such direction, including but not limited to overtime premiums, extended general conditions, and productivity loss."

Owner-caused delay recovery: "Contractor shall be entitled to an equitable adjustment in the Contract Sum for costs incurred as a direct result of Owner-caused delays, including overtime costs required to recover schedule."

Overtime notice requirement: Document overtime triggers as they occur. Same-day notification to owner or A/E of any overtime required due to owner actions — with cost estimate — creates the contemporaneous record for change order substantiation.

Prevailing Wage Overtime: CWHSSA Requirements

On federal prevailing wage projects subject to the Contract Work Hours and Safety Standards Act (CWHSSA), overtime rules are stricter than FLSA:

  • Overtime (1.5×) applies to all hours over 40 per week for workers on covered contracts over $100,000
  • No exemptions for "exempt" employees in the FLSA sense — the CWHSSA standard applies by contract, not by employment classification
  • Liquidated damages of $32/hour (indexed periodically) for each CWHSSA overtime violation — in addition to the back wage liability

A contractor on a $500,000 federal project who incorrectly classifies foremen as exempt from overtime and fails to pay CWHSSA overtime premiums faces back wages plus $32/hour in liquidated damages for every violation hour across all affected workers. On a 6-month project with 5 foremen each working 5 overtime hours per week, that's 5 × 5 × 26 = 650 violation hours × $32 = $20,800 in liquidated damages plus back wages.

Shift Work as an Alternative to Overtime

On projects with aggressive schedules, shift work can be more cost-effective than single-shift overtime:

Single 10-hour shift at OT rates (for a CA contractor):

  • 8 regular hours + 2 OT hours = 8 × $49/hr + 2 × $73.50/hr = $539/day
  • Plus productivity decline from fatigue

Two 8-hour shifts:

  • Day shift: 8 × $49/hr = $392
  • Night shift: 8 × $49/hr + 10% shift differential = $431 (night shift worker)
  • Total: $823 for 16 hours of work = $51.44/hour equivalent
  • Both shifts working at full productivity

For scopes where total hours are fixed and the question is only whether to run overtime or shifts, shift work often produces better output per dollar. The tradeoff: supervision cost doubles (need a foreman on both shifts), and sequencing of inspector-required scope requires inspection availability across shifts.

Overtime Prevention Checklist

Schedule and planning:

  • [ ] Realistic schedule with buffer for inspection hold points
  • [ ] Crew size planned to complete scope in straight-time hours
  • [ ] Material delivery confirmed before crew committed to scope
  • [ ] Predecessor work verified complete before scheduling dependent scope
  • [ ] Weather contingency built into schedule (don't rely on perfect weather)

During project:

  • [ ] Weekly hours reviewed per worker by Wednesday — not Friday
  • [ ] Construction time keeping software configured with overtime threshold alerts
  • [ ] Overtime approval process in place with documented justification
  • [ ] Overtime causes tracked by category (contractor-caused, owner-directed, weather)
  • [ ] Owner-directed overtime documented same-day with cost estimate

Contractual:

  • [ ] Acceleration clause in contract — owner pays for owner-directed compression
  • [ ] Delay recovery clause — contractor can recover schedule compression costs
  • [ ] Change order impact includes schedule and overtime analysis

Common Overtime Mistakes

Discovering overtime on the payroll run. By then it's paid. Real-time hour tracking with midweek review is the only way to prevent it.

Letting foremen authorize unlimited overtime. Without an approval ceiling, foremen solve every schedule problem with overtime. Set authority limits and require justification above them.

Not tracking overtime by cause. All overtime gets charged to the project as a general labor cost. Owner-caused overtime that should be a change order is absorbed instead. Track causes at the time they occur.

Running extended overtime on precision scopes. High-tolerance work — tile, finish carpentry, mechanical connections — should not be scheduled at the end of a 10-hour shift. Fatigue-driven rework can cost more than the overtime "saved" by pushing through.

Ignoring state daily overtime rules. A contractor accustomed to working in states with only weekly overtime thresholds who takes on California or Alaska projects and doesn't adjust scheduling pays daily overtime unknowingly. Know the rules before committing to project schedules.
