How to Write a Construction Scope of Work
More construction disputes start with a poorly written scope of work than any other single document. The contractor assumed roofing included the gutters. The owner assumed painting included the ceiling. The subcontractor assumed demolition excluded asbestos abatement. None of these were explicitly stated — and every ambiguity became an argument during construction, a change order negotiation, or a legal claim after the project ended.
A scope of work is the precise definition of what a contractor or subcontractor will do, what materials they will supply, what the quality standard is, and — critically — what is not included. The exclusions section is often more important than the inclusions: an explicit exclusion prevents a dispute. An undisclosed assumption creates one.
The scope of work is distinct from the contract (which governs the legal relationship) and the drawings and specifications (which describe the design intent). The scope ties them together — it identifies which drawings apply, which specification sections govern, and which elements are the contractor's responsibility versus someone else's. When written well, it makes the division of responsibility unambiguous before a single worker shows up on site.
Construction time tracking software connects to scope of work through cost codes: each defined scope element maps to a cost code in the construction timesheet app. When the scope is clearly defined, cost codes can be set up to match it — and labor tracked against each scope element reveals whether the work is progressing within the hours estimated for that element.
What a Scope of Work Is (and Isn't)
Scope of work = the written definition of what work is to be performed, by whom, to what standard, within what schedule, with what division of responsibility for materials, permits, and coordination.
Not the same as:
- Contract: The legal agreement governing rights and obligations. The scope is typically an exhibit to the contract.
- Drawings: Visual representation of the design. The scope references the drawings but doesn't replace them.
- Specifications: Technical requirements for materials and methods. The scope references applicable spec sections.
- Schedule of values: The cost breakdown for billing. Derived from the scope but organized for payment purposes.
Who writes the scope:
- Owner or architect writes the scope for the prime contract (GC's scope)
- GC writes the scope for each subcontract (sub's scope)
- On design-build projects: the GC may write both the design requirements and the construction scope
When the owner or architect provides a scope that is vague, GCs have a choice: propose a more specific scope before contract execution, or carry the risk of scope ambiguity throughout the project. The better choice is always to resolve ambiguity before signing.
The Eight Elements of a Complete Scope of Work
Element 1: Work Included
Explicit, specific description of every component of the work the contractor will perform.
Wrong (vague):
Contractor shall perform all mechanical work for the project.
Right (specific):
Contractor shall furnish all labor, materials, tools, equipment, and supervision to perform the following work in accordance with Mechanical Drawings M-001 through M-048 and Specification Sections 15000–15900:
- Furnish and install all HVAC equipment per the equipment schedule on drawing M-020
- Furnish and install all supply, return, and exhaust ductwork, including insulation, diffusers, registers, grilles, and accessories
- Furnish and install all hydronic piping, including insulation, valves, expansion tanks, and accessories
- Complete equipment startup and commissioning, including all required tests and balancing
- Provide all required penetrations, sleeves, and firestopping in GC-furnished structure
- Submit and obtain all required mechanical permits
- Provide as-built drawings and O&M manuals at project completion
Level of specificity: Each task is described clearly enough that a field superintendent can confirm whether it's done. "All mechanical work" requires interpretation. "All ductwork, insulation, diffusers, registers, grilles, and accessories" does not.
Reference the drawings: Every scope of work should include a specific drawing list or drawing revision reference. "Drawings M-001 through M-048, revision date [X]" is unambiguous. "The mechanical drawings" is not — there may be multiple revisions, and the sub needs to know which one governs.
Element 2: Work Excluded
The most important section most scopes of work omit or underwrite. Every ambiguous item — anything that could be interpreted as either party's responsibility — belongs in the exclusions.
Wrong: No exclusions section.
Right:
The following work is specifically excluded from this subcontract and is the responsibility of others:
- All electrical power supply to mechanical equipment (by electrical subcontractor)
- Building automation system (BAS) and controls wiring and programming (by controls subcontractor under separate contract)
- Concrete equipment pads and housekeeping pads (by general contractor)
- Chemical water treatment for hydronic systems (by owner's service vendor)
- Domestic cold and hot water supply connections to HVAC equipment (by plumbing subcontractor)
- Temporary heat during construction
- Any work related to plumbing fixtures or domestic water systems

Element 3: Reference Documents
Every document the contractor must comply with, organized by type.
Contract documents governing this scope:
- Contract drawings: [List drawing sheets by number and revision]
- Specifications: [List specification divisions and sections]
- Addenda: [List addenda numbers and dates]
- RFIs and RFI responses: [Reference RFI log or list any pre-award RFIs incorporated]
Regulatory requirements:
- Applicable building codes: IBC [year], local amendments
- Life safety codes: IFC, NFPA applicable standards
- Trade-specific standards: NEC [year] for electrical, IPC for plumbing, SMACNA for ductwork
- OSHA standards applicable to the work
Owner-provided documents:
- Geotechnical report (if applicable to sub's scope — earthwork, foundations)
- Survey
- Hazardous material survey (if asbestos, lead, or other hazmat present)
Element 4: Schedule Requirements
The scope of work must state when the work must happen — not just what must be done.
Required schedule elements:
- Mobilization date: "Subcontractor shall mobilize no later than [date]"
- Milestone dates: Specific dates or schedule-driven dates for phase completions
- Schedule compliance obligation: "Subcontractor shall participate in the GC's scheduling process, attend monthly subcontractor coordination meetings, and provide 3-week lookahead schedules upon request"
- Acceleration: "In the event Subcontractor falls behind the approved schedule, Subcontractor shall, at its own expense, provide additional labor, equipment, or shifts necessary to recover the schedule"
- Notification: "Subcontractor shall notify the GC in writing within [48 hours] of any event that may impact Subcontractor's scheduled completion"
Float: Address float explicitly if the project schedule includes float in the sub's milestone. Does the float belong to the project or to the sub? AIA contracts give the project float to the project — not to any individual subcontractor.
Element 5: Quality Standards
The scope must specify the quality standard — what "correct" looks like.
For materials:
- "All materials shall be new, of good quality, and free from defects"
- Specific product specifications (manufacturer, model, performance specification)
- Substitution procedure: "No substitutions without prior written approval"
For workmanship:
- "All work shall be performed in a good and workmanlike manner by skilled workers"
- Trade standards: "All electrical work shall comply with NFPA 70 (NEC) and all applicable local codes"
- Specific tolerances: "Concrete flatwork shall be finished to a maximum F-number of FF25/FL20" or "Drywall shall achieve a Level 5 finish in all areas receiving semi-gloss paint"
For systems performance:
- "HVAC system shall maintain the design conditions specified in the mechanical specifications when outdoor conditions are within the design range"
- "All pressure tests shall comply with the requirements of [applicable standard]"
Specific quality standards prevent post-completion disputes about what "acceptable" means. A sub who argues their framing is workmanlike faces a very different conversation than one who argues their work meets Level 4 finish where Level 5 was specified.
Element 6: Coordination Responsibilities
Construction involves multiple trades working in the same space. The scope must assign coordination responsibility — who coordinates with whom for what.
Standard coordination requirements:
- "Subcontractor shall coordinate the routing of all [ductwork/piping/conduit] with other trades and the GC prior to installation to avoid conflicts"
- "Subcontractor shall attend all subcontractor coordination meetings called by the GC, not less than [monthly]"
- "Subcontractor shall prepare and submit coordination drawings showing all [MEP] in the ceiling plenum within [30 days] of contract execution"
- "Subcontractor shall coordinate all equipment delivery and crane use with the GC's crane schedule"
Owner-contractor coordination:
- Access requirements: "Subcontractor shall provide [X] business days' notice before requiring access to owner-occupied areas"
- Noise and dust: "All [cutting/grinding/sandblasting] shall be scheduled during [approved hours]"
- Owner-furnished equipment: "Subcontractor shall coordinate with the Owner for delivery and installation of [specific owner-furnished items]"
Element 7: Permitting Responsibilities
Who pulls the permits — and who pays for them.
Common permitting assignments:
- Building permit: GC (most jurisdictions require the GC to hold the building permit)
- Trade permits (mechanical, electrical, plumbing): Each respective sub typically holds their own trade permit
- Specialty permits (elevator, pressure vessel, fire suppression): Sub performing the work
State explicitly:
"Subcontractor shall obtain and pay for all permits required specifically for the mechanical work, including the mechanical permit and any required equipment permits. The GC shall hold the building permit. All permit fees are included in the subcontract price."
Permit inspection responsibility: Who calls for inspections, who is present during inspections, and what happens if work fails inspection. Typically the permit holder calls for inspection and is responsible for failed inspection corrections.
Element 8: Allowances
When scope is not yet fully defined at contract execution, allowances establish a budget for undefined items — with a defined process for adjusting when the scope is finalized.
Allowance format:
"The subcontract price includes an allowance of $[X] for [specific item, e.g., finish hardware, specialty lighting, tile pattern]. The actual cost of [item] will be determined by the owner's selection. If the actual cost is less than the allowance, the subcontract price is reduced by the difference. If the actual cost exceeds the allowance, the subcontract price is increased by the difference plus [markup percentage]."
What belongs in an allowance: Items where the owner hasn't made a selection yet, items with pricing contingent on field conditions, and items whose quantity isn't determinable until design is further developed.
What doesn't belong in an allowance: Work the contractor can price with reasonable certainty. Using allowances to defer pricing for defined scope transfers risk to the owner — who may not understand that's what's happening. Explain allowances clearly.
Scope of Work Templates by Trade
Concrete Subcontract Scope
Included:
- Furnish and install all concrete formwork per structural drawings S-XXX through S-XXX, including shoring, reshoring, and stripping
- Furnish and install all mild reinforcing steel per structural drawings — include rebar, wire mesh, chairs, and accessories
- Furnish and place all cast-in-place concrete per structural specifications Section 03300
- Finish all concrete surfaces to the tolerances specified — slabs-on-grade to [F-number], elevated slabs to [F-number]
- Furnish and install all embedded items shown on structural drawings — anchor bolts, blockouts, sleeves, as indicated
- Cure all concrete per specification requirements
- Provide concrete testing cylinders per testing frequency specified — coordinate with owner's testing agency
- Remove and dispose of all formwork materials and concrete waste off site
Excluded:
- Geotechnical observation and testing (by owner's geotechnical engineer)
- Structural steel (by steel erector)
- Masonry (by masonry sub)
- All MEP sleeves and penetrations through concrete (by respective MEP subs — GC to coordinate)
- Waterproofing and dampproofing (by waterproofing sub)
Framing Subcontract Scope
Included:
- Furnish and install all light gauge metal stud framing shown on architectural drawings — exterior wall framing, interior partitions, soffits, ceilings per drawings A-XXX through A-XXX
- Furnish and install all rough blocking — door frames, window frames, cabinet blocking, TV blocking, handrail blocking per drawings
- Furnish and install all sheathing shown on drawings — OSB, plywood
- Install GC-furnished exterior windows and doors, including buck and nailer as required
- Coordinate framing with MEP subs prior to installation — provide access for rough-in before closing walls
- Furnish and install all firestopping at penetrations in framed assemblies
Excluded:
- Structural steel and steel connections (by steel erector)
- Structural wood framing (by structural framing sub — separate scope)
- Exterior sheathing wrap and tape (by building envelope sub)
- Rough MEP — all plumbing, mechanical, and electrical rough-in through framing (by respective subs)
- Gypsum board, insulation, and finishes (by drywall sub)
Electrical Subcontract Scope
Included:
- Furnish and install complete electrical distribution system from utility company's point of service to all panels, equipment, and devices per electrical drawings E-XXX through E-XXX and Specification Sections 16000–16900
- Service entrance, main switchboard, distribution panels, branch circuit panels — per drawings
- All feeders, branch circuits, conduit, wire, and cable — all systems shown on electrical drawings
- All wiring devices — receptacles, switches, dimmers, data/telecom outlets, cover plates
- All lighting fixtures per fixture schedule — furnish and install complete
- All power connections to mechanical equipment, kitchen equipment, and other owner-furnished equipment per equipment schedules
- Fire alarm system — furnish, install, test, and commission complete system per drawings and NFPA 72
- Emergency power system — transfer switch, emergency panel, connections to emergency loads
- All conduit sleeves and penetrations required for electrical work
- All required testing, inspection, and commissioning
- All electrical permits
Excluded:
- Utility company service and transformer (by utility company)
- Data and telecom cabling and terminations (by low-voltage/IT sub)
- AV systems (by AV sub)
- Security systems (by security sub)
- Building automation system (BAS) wiring and terminations (by controls sub)
- Any electrical work associated with [owner-installed equipment] not shown on electrical drawings
Scope of Work and Cost Codes
A well-written scope of work maps directly to the job cost code structure. Each major scope element becomes a cost code — and the construction time keeping app captures labor against each code.

When a worker clocks in via the construction time clock app and selects cost code 03.100, their hours track against the formwork budget — enabling the PM to compare actual vs. estimated hours for that specific scope element. The more precise the scope definition, the more useful the cost code data.
Scope changes and cost codes: When an approved change order adds scope, a new cost code is added for the change order scope — tracking the change order cost separately from the base contract. This keeps the base contract cost clean and the change order cost isolated.
Handling Scope Gaps During Construction

Despite the best-written scope, gaps appear during construction — work that isn't clearly in anyone's scope, or work that falls between two scopes.
Step 1: Identify the gap early. The longer a scope gap goes unaddressed, the more expensive it is. A gap identified in design development is resolved with a drawing revision. The same gap identified mid-construction requires a change order, possible rework, and schedule impact.
Step 2: Determine responsibility. Review the contract documents — drawings, specs, and scope — to identify where the responsibility lies. Is it ambiguous? Does the prime contract language resolve it? Do local trade customs assign it?
Step 3: Resolve in writing before proceeding. Issue a directive or change order before the work is performed. "Figure it out and we'll deal with it later" creates cost disputes after the fact.
Step 4: Document the gap and resolution. RFI, meeting minute, or email chain documenting the gap discovery, the parties involved, and the resolution. If the gap required extra cost, that cost goes into a change order — not into a sub's scope as undocumented extra work.
Common Scope Writing Mistakes

Defining scope by reference to "all work shown on drawings" Drawings show design intent — not contractor responsibility. Two contractors can look at the same drawing and have different interpretations of who does what. Write out the responsibility explicitly.
No exclusions section Every experienced contractor writes their own mental exclusions list and prices accordingly. Without a written exclusions list, those mental exclusions are invisible — and disputes arise when the owner or GC assumed they were included.
Vague quality standards "Good quality" and "workmanlike manner" are the minimum — and they're minimum because they're vague. Specific finish levels, tolerances, and performance criteria eliminate interpretation.
No coordination responsibilities MEP coordination failures are among the most expensive field problems in construction. Assign coordination responsibility in the scope — who is responsible for resolving conflicts, by what deadline, in what format.
Missing permit assignments "Contractor shall obtain required permits" is ambiguous when multiple contractors are on site. Name who gets each permit.
Undefined scope boundaries for adjacent trades The boundary between the plumbing sub's scope and the mechanical sub's scope is often unclear — especially for domestic water connections to HVAC equipment, floor drains adjacent to mechanical equipment, and similar crossover items. Define the boundary explicitly in both scopes.
Scope of Work Checklist
Before writing:
- [ ] Reviewed all applicable drawings — know what's shown
- [ ] Reviewed all applicable specification sections — know what's required
- [ ] Identified all adjacent trade scopes — know what others are doing
Scope document:
- [ ] Work Included: specific line items for every component of the scope
- [ ] Work Excluded: every ambiguous item explicitly excluded
- [ ] Reference documents: drawing list with revision dates, specification sections
- [ ] Schedule requirements: mobilization date, milestones, float policy
- [ ] Quality standards: materials, workmanship, systems performance
- [ ] Coordination responsibilities: who coordinates with whom, by what deadline
- [ ] Permitting: specific permits assigned to this contractor, fee responsibility
- [ ] Allowances: defined items, adjustment procedure
Before issuing:
- [ ] Reviewed scope against estimate — every scope line item has a corresponding budget
- [ ] Confirmed scope boundary with adjacent trade scopes — no gaps, no overlaps
- [ ] Reviewed exclusions with GC or owner — no surprised reactions indicating a gap
